In the UK, the Food Waste Reforms are fast approaching, and with them comes anticipated shifts in the economics of anaerobic digestion (AD). Gate fees for food waste treatment are already rising in response to growing demand — and this trend is at risk of accelerating, as demand upon AD sites increases.

Even before the introduction of Simpler Recycling requirements in England, WRAP’s most recent gate fee survey (conducted 2024/25) highlighted an increasing median cost for food waste processing, alongside the demise of negative gate fees (where local authorities were previously paid for their waste as a valuable feedstock).

This change is being driven by several factors: increased volumes of segregated food waste, the end of renewable subsidies such as Feed-in Tariffs and the Renewable Heat Incentive, and rising operational costs across AD facilities.

Why rising anaerobic digestion costs matter

Packaged food waste exists far beyond household kerbside collections. Supermarket returns, expired retail stock, rejected manufacturing batches, catering waste and low-grade agricultural produce all contribute to growing volumes of unavoidable food waste.

While redistribution is always the preferred solution where food remains fit for human consumption, this is often not possible. In these cases, the focus must shift to how this energy-rich organic material can be repurposed safely, efficiently and sustainably.

Anaerobic digestion remains a critical outlet — but only when feedstock quality is high.
